Why did Queen Elizabeth of England decide on the family surname Windsor-Mountbaden?

The surname Windsor-Mountbaden was in tribute to Queen Elizabeth’s new husband, Phillip Mountbaden.

She also decreed that all of her future descendents would take the name as well, except for princes and princesses, who would keep the Windsor name.
